bitcoin core configured for testnet, syncs mainnet

I am looking to get Bitcoin Core to sync the testnet, however it assists in keeping syncing the mainnet as a substitute.

This is my bitcoin.conf document:

However the command line software tells me it is attached to the mainnet:
